I got the same info from the video. Also that it goes through(?) the town of Alto Tambo, about 70 miles north of Quito?
Satellite images do not show a railroad, due to insufficient resolution of the photos I viewed. Perhaps some internet research will turn up more info about the railroad and its history.
Share it here if you have better research luck than I did. I am interested.

Mad max on rails!
This one has English subtitles.
Apparently you'll want fashionable rubber boot to ride this rail!

From Wikipedia - Ecuadoran Railways northern line from Quito to San Lorenzo on the coast ran through Alto Tambo. 3'-6" gauge which looks possible from the video. Quite a creative way to use the abandoned right of way!

Greg:
Thank you for the research and info.
Makes sense that the railroad in question was the northern extension of the Guayaquil and Quito Railway. One of my favorite rail lines. On my bucket list.
A love the pic of the narrow gauge Baldwin 2-8-0. It would make a stunning Live Steamer.

bears more than a striking resemblance to what is running around DisneyWorld Orlando....
Too many things going on to bother listing them.
