Hi Dave,
There have been hundreds of those D&RG/RGS water tanks scratchbuilt in different gauges over the years.
The plans are available readily and with your skills it would be fairly simple to construct.
The question is if you want them to hold water. They can be built from wood to hold water, but just like a barrel the staves have to be tapered to the inside to help seal.
Not much metal. The spout, of course. The hoops can be rod or flat.
It will be fun!

I want someone to build two tanks with no spout they will be gravity fed to standpipes. Tank should have a float device inside for refilling. I think somewhere around 3 inch scale would do.

Used to call them "55-Gallon oil drums"... were steel, now I see lots of blue plastic barrels that hold liquids or powders. Fit a toilet refill valve to limit the level in the barrel. If looks is/are important, wrap it in stained plaster lath, with cable or straps for looks.

I have 25yrs in residential construction and wood work. I’m currently building in 3” scale. Do you have plans and what level of detail are you looking for?

Would you mind if the construction was a wood outer shell, with something plastic or metal tank underneath?
It is often best to determine parameters of a project up front.

Tank diameter = 280 pixels
Tank height = 160 pixels
Platform height = 170 pixels
Based on the size of the vehicle on the track in the photo, let's guess that the platform is ten feet high. The tank dimensions then scale to:
Tank diameter = 16.4'
Tank height = 9.4'
and the real tank volume is about 2000 cubic feet, or about 15,000 gallons.
For a 3" scale (1/4 size) model, we'd have:
Tank diameter = 4.1'
Tank height = 2.4'
and a volume of about 32 cubic feet, or about 240 gallons.
This is almost five times the 50 gallon capacity that you mentioned in an earlier post. So I'm wondering if you want a 3" scale tank that will hold at least 50 gallons (no problem!), or if you want a tank that looks like the one in the photo that holds about 50 gallons when full?
