I have this unusual lathe, can you help me to find what this lathe is used for ?

I am not sure that is a lathe. It looks like an early tool or drill sharpener.

Custom made device for cleaning up the end of a small tube ? The latch on the side also says to me for bending a tube of some type ?

Another thought could this be used to wrap tubing around a Die ? Loos really custom made

Simple guilloche engraver(rose engine)?

I did a web search for images of "Guilloche" and found hundreds of images of different Rose Engine engravers. Some looked similar to what is in the 1st post here. But I think there are several missing pieces on the OP's device.
