Semi unknown IC Engine

I have had this engine for a while. Got it at a sale and was told it was a built to run a small generator for radios in WW2. It looks as if it never had gas in the tank hence probably never run. The two spark plugs which appear to be the right age came with the engine. Please look at the pictures and possible give me more info. Thanks

This auction is for what I think is a vintage military generator. Framework is od green. Measures 13 1/8" by 9 1/4" by 8 1/2" tall. Untested. Motor and Generator turn over.
Motor is tagged: JUDCO "46" JUDSON MFG CO. HEDGE & GILLINGHAM STA. PHILIDELPHIA,PA.
Generator is tagged: EICOR DESIGN MFG. BY EMPICO INC. CHICAGO, ILL USA TYPE: 3415-250 SER. # 1097 RPM: 5070 WINDING : GEN DUTY: CONT VOLTS : 8 AMPS : 5

Is that the same "Judson" that made superchargers?
